The first deadline is 1 September 2026. The rule is to file eligible support roles while the NTS route is open, then reset the APAC transfer budget before the 2027 new-application floors take hold. The workaround is a filing calendar that separates NTS Work Permit support roles from S Pass and Employment Pass transfers.

For in-house counsel, the sequence matters more than the label: a support role that fits the expanded NTS occupation list can be filed now, while the same role may need a different pass and a higher salary later. The filing window is the point.

September opens the NTS route and raises the S Pass floor

From September 2026, the NTS occupation list adds eight occupations across food services, social services, and air transport. The expansion allows employers in the affected sectors to apply for Work Permits for workers from Bangladesh, Bhutan, Cambodia, India, Laos, Myanmar, the Philippines, Sri Lanka, and Thailand. The filing test is narrow.

  • The occupation must be on the expanded NTS list.
  • The worker's nationality must be one of the eligible countries.
  • The firm's NTS Work Permit holders in listed occupations are limited to 8% of its total workforce, in addition to the sector Dependency Ratio Ceiling.
  • Each NTS-OL Work Permit holder receives a fixed monthly wage of at least $2,000.

Use the list only when the role, nationality, cap, and salary all clear. Before filing, pull the role description, the worker's passport nationality, the current headcount by pass type, and the fixed salary offer. If any item is missing, the application is not ready. If the role is close to the cap, solve the headcount question before the salary question.

Separate the NTS support-role track from the broader APAC transfer plan. From that date, the S Pass qualifying salary floor rises to S$3,300, with the financial services floor rising to S$3,800. Price the September filing against that floor, but keep the 2027 step in the budget. The September floor affects the offer letter, the pass application, and the annual mobility budget. If the role is in financial services, the higher floor changes the cost line before any other factor does. The sector label must stay consistent across the application, the payroll record, and the budget model. A mismatch can turn a clean filing into a rework.

New filings carry a higher floor

The 2027 step lands on 1 January. For new S Pass applications from that date, the qualifying salary floor is S$3,600, and the financial services floor rises from S$3,800 to S$4,000. For new Employment Pass applications, the floor rises from S$5,600 to S$6,000, and from S$6,200 to S$6,600 for financial services. The budget reset should happen before the filing date, not after the offer is signed.

Build the APAC transfer model around the new-application floor, then test whether the role still clears the pass route. Use the same salary evidence for the application and the internal budget line. The new-application floor is the number that should drive the 2027 budget, even if the current pass is still valid. Separate new hires, transfers, and renewals in the model. That keeps the 2027 step out of the 2028 renewal line. Renewals are not new applications, but the budget should not wait for the renewal date to recognize the step.

Renewals inherit the same floor

The renewal date is 1 January 2028. S Pass renewals for passes expiring on or after that date follow the same floor. Employment Pass renewals follow the same 2027/2028 timeline. Mark every renewal date in the APAC mobility calendar and compare it against the floor that will apply at expiry.

The renewal rule rewards an early expiry list. Put the pass expiry date next to the salary floor that will apply at expiry, and flag any role that crosses the date. If a renewal falls after the date, the higher floor is the planning number. If it falls before, the earlier floor still controls. For financial services, treat the renewal floor as the new-application floor once the 2028 date arrives. Store the pass expiry, the salary, and the sector in one record.
