Illustration: Your Active Germany Cases After Germany's Russian Visa Controls: Re-Baseline Lead Times and Evidence

If a Russian-national employee, assignee, business traveler, or accompanying family member has an active Germany case, start with the date by which your file can survive slower issuance and a stricter entry check. The German Federal Government released, on 4 September 2026, its review of the 4 August 2026 Leipzig/Halle Airport incident and listed entry controls for Russian nationals among the related measures. The practical response is a re-baseline: inventory the cases, stretch the lead time, add evidence buffers, and flag the profiles that will draw extra scrutiny.

The filing window is open, but the safe date moved

Treat the filing window as open, but treat the safe filing standard as earlier. The published measure replaces the old filing calendar as the planning baseline. KPMG advised companies with Russian workers, assignees, business travelers, or family members to allow extra time for travel planning, visas, and entry into Germany. That advice is the practical floor. If your old plan assumed a routine issuance, the new plan should assume a slower one. The mobility lead time is part of the filing risk, and the file should show that the plan has room.

German authorities are probing a Belarusian national, described as also holding a Russian passport, for an alleged drone-and-explosives plot against Leipzig airport. The suspect is said to have entered Schengen on a tourist visa granted by the Italian diplomatic office in Minsk. These are allegations, but they explain why the entry check is now part of the filing risk.

The measures also included closing the Russian consulate in Bonn, Germany. That changes the logistics of some filings, even where the visa decision itself remains open. The surrounding context is uneven. Italy issued more than 165,000 visas to Russian citizens in 2025, compared with 63,894 in 2021. Estonia, Finland, Latvia, Lithuania, Poland and the Czech Republic have nearly stopped issuing visas to Russian citizens. For German cases, the operational consequence is the same: the file must carry the delay.

The evidence file is the new filing window

A filing window is only as safe as the file behind it. A safe file needs clarity, not a new narrative, and it should be checked quickly. If the traveler's purpose, route, stay, and support are obvious, the case is easier to defend. If they are not, the case becomes a question the officer can answer slowly.

Build the file around the traveler, not the employer's urgency. The itinerary needs to explain why the travel dates matter. The accommodation should name where the traveler will stay. The insurance must cover the period in question. The employment evidence should establish the role, the sponsor, and the reason the traveler is needed now. Each item should be readable without a cover note.

For family members, the relationship, the purpose of the stay, and the support plan must be visible. For business travelers, the invitation, the meeting purpose, and the return plan should be equally clear. A file that forces the officer to reconstruct the trip is a file that invites delay.

The checklist turns the rule into a file

Use the list below as the in-flight re-baseline. Each item is testable in a minute, and each one maps to a failure mode: missing cases, compressed timelines, thin evidence, or an unflagged profile.

  • Inventory every active case for the affected nationality, including dependants and business travelers.
  • Re-baseline each visa lead time by adding buffer for preparation, issuance, and entry.
  • Attach itinerary, accommodation, and insurance evidence to every traveler file.
  • Flag higher-scrutiny profiles, such as single male military-age travelers and IT or drone-adjacent roles.

Each step answers a different failure. Inventory prevents the missed case, including dependants and short business trips that never reach the mobility team. Re-baselining turns the slower preparation, issuance, and entry path into a dated plan. Evidence buffers keep the file from collapsing when an officer asks for the route, the stay, or the coverage. The profile flag catches the traveler whose file will be read against the incident behind the controls and the uneven issuance pattern.

Run the checklist before you file, and run it again before the traveler departs. The first run catches the case. The second run catches the change. If the file is stronger than the old baseline, you have done the work. If it is not, the deadline is still ahead of you, and the file needs another pass before departure.
