The deadline is the filing date

The switch date is September 18, 2026. USCIS will publish a revised Form I-485 that day to align the adjustment application with the public charge final rule. The edition date must match the filing date. The 01/20/25 edition is rejected for postmark or e-file dates on or after September 18, 2026. The 09/18/26 edition is rejected if submitted before that date. The 09/18/26 edition replaces the 01/20/25 edition.

The UTC buffer is the workaround

For an I-485 in flight, the edition switch is a hard filing-date control. The accepted form follows the postmark or e-file date. Under 91 FR 45324, the public charge final rule starts applying on September 18, 2026, to adjustment applications mailed or submitted electronically on or after that date. The revised form carries edition date 09/18/26 and adds new questions and documentation requirements tied to the public charge rule.

The filing date is a time-zone problem for online filings. myUSCIS dates Form I-485 online filings by Coordinated Universal Time, so a last-minute submission can cross into a different filing date. A team that plans to e-file near the switch should not make a last-minute submission. Online Form I-485 submissions in myUSCIS must be uploaded as PDF files, and the upload and processing step can take time. The UTC filing-date buffer belongs in the plan before the deadline, not after the upload starts.

The public-charge file must be ready

The 09/18/26 edition changes more than the date. The public-charge documentation must be reviewed against the new edition before submission. The review must be complete before the filing date is set, because the new edition carries the added public-charge requirements. The same date test applies to the public-charge file.

The checklist is the control

The checklist turns the rule into a pre-submission control. Each item is a check the team can run before submission. It is built for in-house counsel and mobility managers who have adjustment applications pending, in preparation, or scheduled around the switch. The edition-switch control covers the edition date versus the filing date, the UTC filing-date buffer, and the public-charge document review. The checklist is the control point for the team.

  • Confirm the edition date printed on the form being filed.
  • Confirm the filing date that will control: postmark date for paper, e-file date for online.
  • If the filing date is before September 18, 2026, use the 01/20/25 edition.
  • If the filing date is on or after September 18, 2026, use the 09/18/26 edition.
  • For myUSCIS, set a UTC buffer and avoid a last-minute submission.
  • Convert the online filing to PDF and allow time for upload and processing.
  • Review the public-charge documentation against the new questions and requirements.

The edition check comes first. It catches a mismatch before the file is assembled. The filing date comes next, because the same form can be right on one date and wrong on the next. The time zone comes next, because an online filing can move from one date to another. The public-charge file comes last, because the new edition asks for more than the older edition did. The order follows the risk: edition, date, time zone, file.

If the application has not yet been postmarked or e-filed, the filing date still controls. The edition must match that filing date.

Keep the control in one place: a short note in the case file showing the edition date, the expected filing date, and the document list. That note is the difference between a filing that can be checked and a filing that has to be reconstructed later. One owner should run the checklist and sign the note before the file moves to submission. The signature is a control step for the team. The owner should also note the channel used for the filing and the date. The note should stay with the case file. The note should be short.
